The Harley Davidson Price Cut Myth: Why Your Dream Bike May Not Get Cheaper

I have followed trade negotiations for years, and this one is a genuine game-changer. India and the United States (US) have arrived at an interim agreement now being describing as a Bilateral Trade Agreement (BTA). According to this deal, India will slash duties on high-end American cars and motorcycles, specifically naming brands like Harley-Davidson and Indian Motorcycles. Specifically, duties on cars will be brought down to 30% from 110%, while motorcycles will be made tariff-free.

The latest buzz online suggests this trade agreement could possibly make Harley-Davidson bikes significantly cheaper in the coming years. Here’s what nobody is telling you about this ‘price drop’—the real story beneath the surface.

Zero-Duty Access: What the New BTA Means for Harley-Davidson

As PTI reports, the interim agreement will allow zero-duty access for US motorcycle makers. Any motorcycles imported from the US with engine capacities between 800 and 1600, and above, will qualify for these benefits.

To understand the scale of this move, look at the recent past. Last year, the government reduced the import duty on motorcycles with engine capacities up to 1600 to 40% . Before that, it used to be 50% . For bigger bikes with engine capacities exceeding 1600cc, the duty was reduced to 30% from the previous 50% . Now, this interim framework has made these motorcycles completely free from import duties entirely.

Which Harley-Davidson Models Actually Get Cheaper?

Harley Davidson’s 2026 lineup for India is extensive and includes the X440, X440T, Nightster, Nightster Special, Sportster S, Heritage Classic, Fat Boy, Pan America (both Special and ST models), Breakout, Low Rider S, Street Bob, Low Rider ST, Street Bob, Street Glide, and Road Glide. However, don’t expect every model to see a price cut. The X series doesn’t qualify for these duty cuts because it is manufactured right here at the Hero plant in India.

The real story lies in the big twins. The Nightster, Nightster Special, Sportster, and Pan America are now manufactured in Thailand and shipped-in from there, powered by the Revolution Max (Rev Max) engine. Here is the critical detail most people miss: Harley Davidson used to manufacture these bikes in the US initially. But in late 2024, the company shifted manufacturing of these models to its Rayong plant in Thailand. Since these bikes are no longer American-made, the new zero-duty Bilateral Trade Agreement will not apply to them. The biggest beneficiaries of the price drop will primarily be the heavyweight cruisers and tourers still coming directly from the US.

Understanding the Price Drop: Why Some Models Don’t Qualify

To understand why only some bikes qualify, we have to look back. This whole manufacturing shift came as a direct response to the 25% tax imposed on US-imported motorcycles by the European Union in 2018 —originally a retaliation for the Trump administer tariffs on imports of aluminum and steel from Europe. Back then, the shift was described as temporary. Even in 2026, production of these models continues to be based in Rayong.

So, what actually gets cheaper? Except for the Nightster, Nightster Special, Sportster, and Pan America models, all other models will see lower prices in the coming months. But the price drop won’t happen all at once. The price benefit is probably going to be shared step by step. When the import duties drop to zero, the ex-showroom price will move closer to the Indian equivalent of US prices before taxes. The 2025 Heritage Classic, for example, has an MSRP (Manufacturer’s Suggested Retail Price) of $22,999, roughly 20.9 lakh ex-showroom, India at $1 = Rs 90.74.

2026 Harley-Davidson Lineup: US Prices vs. India Expectations

Let’s talk numbers. For 2026, the Grand American Touring line consists of the Road Glide and Street Glide alongside their CVO counterparts, while the Cruiser line features models like the Street Bob, Heritage Classic, Breakout, Fat Boy, and Low Rider S&ST—all of these are made in the United States.

To give you context, the 2026 Fat Boy 117 starts at $22,599 in the US, which means roughly Rs 20.49 lakh. The Street Bob has a base MSRP of $14,999 (Rs 13.6 lakh). The Low Rider ST starts at $23,999 (Rs 21.8 lakh), while the S carries a base price of $19,999 (Rs 18.14 lakh). The Breakout has an initial suggested retail price of $23,199 or Rs 21.04 lakh.

Now, the big bikes. The price of the new Street Glide starts at $24,999 (Rs 22.7 lakh). The Street Glide Limited, however, commands an MSRP of $32,999 (Rs 29.9 lakh). The 2026 Road Glide begins at $32,999 (Rs 29.9 lakh) in the US. These prices are before adding any additional features or customizations. Selecting the CVO (Custom Vehicle Operations), Harley’s factory custom program, will cause the prices to increase even more.

Under the interim framework, import duties on these will be eliminated. However, this doesn’t guarantee these models will become significantly cheaper. It remains to be seen whether the end customer will benefit from these cuts. For now, all of these are just guesses based on the PTI report. Many dealers have dismissed the possibility of major price cuts—a sentiment echoed by noted Harley Davidson enthusiasts and owners on various motorcycling forums.
